He would not be able to rent a space without being an official employee, though. He's free to, as an employee, pursue his own interests, but the Institute will not allow him to use their space/resources without benefiting from it.

I'm specifically curious about the stables. What with Atsushi not feeling so great about working at the Institute anymore, I was wondering if he could reasonably switch to the stables - just taking care of the animals: feeding them, cleaning them, looking after them if they don't seem well. He has no real ambition to ride anything, but if training animals to be ridden would become a part of his job eventually - say a few months in - he'd give it his best shot.
One more obligatory "I overthink everything" question: if Atsushi can work at the stables, would he be allowed to bring his cub to work? >>

If he brings his cub to work he will be expected to keep it at his side and not disrupt any of the stabled mounts with it. If the cub gets rowdy, the cub stays home.

Also please correct me if I'm wrong but I am assuming that the closest thing to a bar would be the saloon front of the brothel in the Red Light district? Might one go there for a drink with no strings attached/expectation to go "behind the curtains" as it were, as one might go to a bar, or is that generally frowned upon since it is essentially the forefront of a brothel? Tl;dr, how does a man get a drink in this place?

That is not correct! There are plenty of bars and liquor stores all over the city.
